Charles E. Townes is a licensed professional engineer and
land surveyor in the Commonwealth of Virginia. He holds a BSCE in Civil Engineering from the University of Virginia
and has completed post graduate studies at the University of Wisconsin and Ohio State University. Past and current memberships
include American Society of Civil Engineers, National Society of Professional Engineers, American Concrete Institute, American
Congress on Surveying and Mapping and the American Waterworks Association. Mr. Townes has over forty-three years
experience in civil engineering and land surveying.

Mr. Townes is very active in community service.
His past and present activities include, President-Col. Hgts Jaycees, President-Col. Hgts Kiwanis, President-Col. Hgts. Chamber
of Commerce, President-Virginia's Gateway Region Economic Development Organization and sixteen years on the Col. Hgts. City
Council including two terms as Mayor. Mr. Townes also currently serves as Chairman of the Col. Hgts. Planning Commission,
Chairman-Crater Regional Building Appeals Board, Board of Trustees for the John Randolph Medical Center and member of Sun
Trust Bank Central Virginia Advisory Board.
Past awards include Outstanding Jaycee of the Year, Life
Member Virginia Jaycees, Kiwanian of the Year, Kiwanis International Walter Zeller Fellowship and Commonwealth of
Virginia Economic Development Volunteer of the Year.
